[Accrs-ho] Updates to Rules of Operation

Jamie,
Perhaps it needs to be worded differently. Non-members shouldn't be
allowed to run trains. This was to mean the person that drops in to
see the layout, etc. In an attempt to cover the children of a member
that is not old enough to be a Jr. Member, the other paragraph was
added. It would be a shame if a member brought their child down and the
child couldn't run the train while dad or mom sat with them and
supervised and made sure their were no problems. The parent would have
to be a member and be with their child. Any suggestions on wording???
