[Accrs-ho] Updates to Rules of Operation

Oh gotcha. Maybe say that the only exception to non-members running would be children of current club members who are too young to be a junior member or something like that.

I would also like to propose that the other exception could be members of other clubs, like what the Crockett club does. I’ve been down there to join in their ops sessions a few times and was even down there for their New Years Eve running and was thinking we could do the same thing.
