[Accrs-ho] Updates to Rules of Operation

[ACCRS HO Scale]

I noticed Rule 7 sort of contradicts itself regarding non-members. The first part says non-members should not run trains, period. Then the second part says non-members can run their own equipment under supervision of a member or junior member (which frankly I am in support of). So which is it?
