[Accrs-ho] Updates to Rules of Operation

Members,

Here is an updated version of the suggested rules for operation on the 
club HO layout.   Suggestions were made and added to Rule 6, 7, and 8.   
Rule 11.0 is entirely new in this document.   Please review and 
comment.    Hopefull we can get this in place by voting on them at the 
March Business Meeting.

If we find additions or modifications are needed at a later date, we can 
vote to change the rules.  However we do need to get rules in place.
