[Accrs] Regarding the ACCRS Email Structure

I have questions regarding the email structure & process being used by the ACCRS system.   When I receive any email from the accrs or accrs-ho the structure is this:

The email message which -

a.) Contains three attachments: att0001.txt,  att0002.htm,  att0003.txt

b.) has a message body with plain text formatted with:  "Message From:" <someone's email address>

Why is this and why not just format the email body (type text or html) and have the person's message in there?
