Download Free software image from internet with Linux and JMRI already configured.
The Raspberry PI acts as it's own wireless access point so no router needed.  Can have any network name which will show on your smartphone.  It autoloads JMRI and you use WiThrottle which is $10.00 for full version, free for lite. 
Runs on iPhone or Android. 

Seems simple to do.
