Went to a DCC seminar taught by Dave Tateosian at Crockett Club.

We don't need a computer or router.and it will not conflict with HO

I showed you a Raspberry Pi a couple of years age.  It was a small 
plastic case with a board in it.
Download Free software image from internet with Linux and JMRI already 
configured.
The Raspberry PI acts as it's own wireless access point so no router 
needed.  Can have any network name which
will show on your smartphone.  It autoloads JMRI and you use WiThrottle 
which is $10.00 for full version, free for lite. 
Runs on iPhone or Android. 

Seems simple to do.
