[Accrs-ho] NCE CAB throttles

I was only at eh club for a little while in the late afternoon.  Dropped off that metal two drawer if you saw it setting up front.   I wasn't  feeling 100%  so I left shortly after dropping it off.

It is heavy, but for $10 seem like a good deal to me.   What you think.

* Removed all ghost consists from our NCE system.
* Fixed CAB07.
CAB07 had the battery springs compressed so the AAAs were flopping around.
 
 
NCE CAB status:
 
CAB02 - ok, working
CAB03 - ok, working
CAB04 - ok, working
CAB05 - ok, working
CAB06 - ok, working
CAB07 - ok, working
 
CAB32 - ok, working
