[Accrs-ho] Updates to Rules of Operation

This is a difficult item to write to cover all the different 
situations.  I could take a train to Crockett and run it even though I 
have never been there.  Most likely it is because "I think I have enough 
experience and they accept that".  It seems reasonable that their 
members might be able to do the same on our layout.  Problems in the 
past have been with the Jr. members more so than adults.  Jr. members 
are more apt to want to handle the club equipment, more apt to damage it 
and more apt to create problems because they don't know much.   How do 
we draw a line regarding use of club equipment and layout to protect the 
club and its equipment.  Not to say that adults couldn't create a 
problem, as they might as well.

If we have a problem, we need some rule that allows us to say "stop, you 
are not allowed to do that" or something like that.   example:  Chad 
brings a friend down a pretty soon he is all over the layout.   That 
shouldn't happen.   It is more likely with younger people that older 
adults, but again, it could happen there too.

Damned if you do, damned if you don't.   How do you write a rule????  It 
is like an accepted "behavior" rule that we need to get too.
