Hi Gary, I received this email with the attachment. Nice work on getting this outlined and started.
A couple things cross my mind - will list them below, but will read more the whole this weekend and provide more feedback.

Operation Section
- Hidden yard operation - need some protocols on topics like: setup, especially around DCC, track selection switching, entering yard, existing the yard, storing your train in the yard, wheel cleaning in the yard, mainline programming in the yard.
-Exiting hidden yard and requesting permission to enter main line - protocols on that.
Hidden Yard - I think it would be nice to have a "pit shop" area to perform loco wheel cleaning. I purchased that Woodland Scenics track cleaning device a couple years ago and that is where I use it - because 1.) cleaning wheels are the dispatching panel should be prohibited ; 2.) carrying your models up/down to the DCC programming table is risky to model breakage - plus it's too time consuming to take them upstairs. The woodland scenics device works well for 4 and 5 axle diesel models, but I haven't tried it with steam.
It also might be useful to setup a dedicated programming track in the hidden area for basic changes like cab number assignment, cv changes that you can't do using mainline programming.
