[Accrs-ho] HO Rules and Guidelines

[ACCRS HO Scale]

Several of us have been discussing operating rules for the HO scale.  What
is attached is a conceptual set of Rules and Guidelines on which we want to
do a trial run starting with the fair and running until we have the
September business meeting.  At that time, we will take input form everyone
and revise them as necessary.  We don't expect perfection at this point.
Please keep in mind that this is not cast in concrete and we are starting a
try out period.  We'll see where we need to make adjustments and be fair to
everyone.  Please review if you have time before the business meeting
tomorrow night.  If you don't have time before then, don't worry about it,
but please read before the fair starts.  Your help and input with this
project will be appreciated.  Thanks.
