These were designed for short-haul feeder TOFC movements to and from intermodal hubs in the Midwest. That idea didn't work out. However in 1989, LIRR marketed the service to truckers wanting to circumvent highway congestion between North Jersey and LI. Trucks were loaded onto the bogies at the old PRR Greenville yard on the Jersey side and Farmington NY on the LI. The trip across the harbor between Greenville and Bay Ridge in Brooklyn was by carfloat owned by NY Cross Harbor RR. The connection between the bogies (other than the trainline) was the trailer itself. Each bogie had a well for the tandem and a hitch for the adjacent trailer.
