There is a point to allowing 12 year old junior members. I would suggest some guidelines for their time from 12 to 14. They must have a adult present with them at all times and that adult must be supervising them to make sure they learn how to work with others and have a chance to learn how the layout work. In other words, they must have an adult with them at all times if and when they are operating a train on the layout. This adult should preferably be one of their parents. Also, they should make way if more senior members are running trains, etc. They should watch and learn.
No coming in and start setting up a train without an adult present to observe and seeing what is happening and if it is even possible for them to run. . Depending on how many members are running trains, they will have to watch and learn if there is no room for their equipment. Of course, their equipment should be check prior to set-up and running.
I guess I am trying to say, ADULT with them at all times. Non members, at any age, should not be running trains either.
Just a couple of thoughts on 12-13 year old members

I don't know that we make an age change because of one young man. Being more particular about what events in which they are allowed to participate may well be a better course of action.

This document is very good. We have nothing like this on the O scale side. We tend to operate by consensus and are an older group of people, no kids right now so we never developed anything like this. The only “kid” was Sean Daniels and he was easy to coach so we really didn’t have to lay down rules just provide guidance. He was always had good intentions. I am concerned about raising age limits. As Jim said our hobby is shrinking and we need to encourage young people. I think behavior issues can be handled on a case by case basis. The kid in question was clearly in over his head socially and maturity wise so his behavior shouldn’t impact all young members. Maybe he just needs some guidance and a conversation really needs to happen with his parents as to expectations. Also it was brought up that kids that young maybe should not operate during the Fair. Just some thoughts.
We have a new adult member, Dan, who knows nothing about trains but is a good electrician, willing, and a good personality to work with. The part of the HO document about equipment and eras and matching trains to eras would be great for him. Also mechanical standards are helpful. Dan is figuring out what era and type of railroad appeals to him.
