[Accrs] Age Change for Junior Members

For the idea of changing the junior member age from 12 to 14, to my knowledge, this has not been a problem in the past. We have many great members who have come up from junior membership at 12. Some thought needs to be put into fair enforcement of rules, which I think is reasonable, but there has been behavior recently where some members create rules on the fly and attempt to enforce those. This does not create a cooperative environment in what should be a fun and enjoyable experience. 

In this instance, it is my understanding that the person was a non-member, and the rules state that non-members should not be running during shows. I would vote for keeping the age at 12, and in addition, distributing a copy of the rules to every new member, and enforcing those rules in a friendly and encouraging manner.
