Tony,
I have bought a track measuring car. It measures Voltage, can listen to DDC commands, gives distance, track incline, left&right sway angles.Unfortunately, since we had a bridge between the Helix and Summit replaced with Code 83 and not Code 100 as in the rest of the layout, my deep flange European engines don't work on our club layout anymore. I need to replace the couplers to be able run on American power. 
The wiring question I have to defer to our electrical folks...

Please clean the passenger and freight tracks up at Summit. A section in front of the buildings and all tunnel entrances can use some scrubbing. There are loss of power issues.
