I didn't see any fans, but if you mean the surge protector hanging on one of the layout legs which is plugged into an outlet on the wall of the tower it does not respond to the reset button. I tried several times without it working.
Will a new surge protector fix the problem? I'll get one in the morning and bring it in. It is senior day, so I won't need a pass.

Its a power strip under the city which has a big gray power supply with fans on it. Just switch the power strip back on.
The station lights are on their own apparently, they are plugged in to a regular outlet with a 3 way splitter located at the north east of wills point. I forgot what I did to reset it. Just follow the cord and see where it goes and turn whatever is off back on again.

The power supply for the city lights isnt on because the surge protector is off. You have to crawl under the layout to the new power supply and turn on the surge protector. I think its one of those kinds that is off by default so you have to do it every time. Should be replaced with a normal surge protector. Thanks -Joel

I was on the last shift yesterday. I noticed that while we had the
storm running there were no lights on in the city. It might not matter
normally, but with the new scavenger cards, it makes it hard to find the
burning building and the camp fire in the hobo camp. Are the lights
operational or were they just left off by mistake. I have not ever
