[Accrs-ho] Non Member rules for operation of equipment

Perhaps the rule should read something like the following:

Non-members cannot run trains unless they are monitored by a _regular_ 
member. If the non-member is in the junior member category, they may be 
monitored by a _regular_ member or _qualified_ junior member. 
Non-members cannot run the dispatch panel

Members from other clubs, that visit and have brought their own 
equipment, may be allowed to run the equipment, if in the opinion of a 
club _regular _member it meets the club standards. If the visitor is not 
a regular member of another club, then their equipment must be evaluated 
by a _regular_ member before it is allowed on the layout. _Qualified_ 
junior members must get approval from a _regular_ member to allow junior 
member visitors to put equipment on the layout. It will be evaluated for 
club standards.
