[ACCRS HO Scale]

Yes, I was thinking vinyl would be a good option for the city skyline.
However the starry sky background the vinyl cutouts would go over should
best match what's going on in the port for consistency. That appears to
have been made with an airbrush which is why I'm proposing having an artist
copy the design.
