[Accrs-ho] DCC vs DC

[ACCRS HO Scale]

If all the folks on a given DC day want to run DCC, knock yourselves out but
try to let those who have signed up know ahead of time.  Otherwise, if
someone shows up to run DC on a DC shift, DC it is.
