[Accrs-ho] Fair Parking Tickets Question

I had occasion to get the tool box, that I made for the HO group, out of 
the HO groups locker today.   Sitting in the locker was a manila 
envelope with all the parking passes and parking hang tags that should 
have been distributed to the HO members so they didn't have to pay for 
parking.

Why were the tickets not put in the drawers, at the control panel, so we 
could pick them up as needed?
