[Accrs-ho] add decoder to blue box loco

[ACCRS HO Scale]

Here is a method of adding DCC to a "Blue Box" loco.   There is an other 
way to do it that uses a "plug and play" board from Athearn.  The board 
clips on top of the motor and you then plug in a decoder.  Something 
like a NCE D13SRJ.
