[Accrs-ho] Coaling loop

Today I was running some trains on the layout and took a look at the coaling loop that was supposedly inoperable.

The loop is a reversing loop.  This reversing loop is different than the other loops in that the toggle is a 3-position toggle and the others are 2-positions.

If you throw the coaling loop toggle off center the loop works well.  I didn't investigate if one way worked better than the other.  Straight up, the loop seems to be electically dead.
