A cursory read of the "Combined Rules" strikes me as a mixing of club wide and HO specific issues.
Starting with the:
Rules for use of ACCRS Frieght and Pasenger cars ...
It seems to be pretty HO specific. Prior to that point it sounds a lot more like club wide issues.
Without getting into the merits of the "General Rules of Operation" presented, I'm going to suggest the club oriented issues be discussed on the club list, JMO. The Bylaws lay the responsibility for the "General Rules of Operation" on the BoD. I'm going to guess that the BoD won't mind input from the membership.
As for the more HO specific; In general I don't really understand club equipment that's highly resticted (Yes, I know the history). I have plenty of my own engines so I'm probably not going to be bumping up against any of the engine rules.
Why is the Frieght Yard not listed?
Why is the Oildale Yard not listed? Yes, I think it should be thought of as a yard.
The Sawmill is an industry but, I think it should also be thought of as a yard.
Why don't we have club equipment in the Freight Yard??
If the OPS group is going to get serious it should be interested in working the "spotted"/"staged" details
If we have an "ACCRS Guidelines and Standards" document can it be published on the website (presuming in the "members only" section)? Just a thought.
A few thoughts and questions that popped into my head upon a quick first read.
